To successfully implement the EMS, the USAG Hohenfels appointed
a Cross Functional Team (CFT) with members representing all functional
areas or core business areas of the installation. The CFT is chaired
by the EMS Management Representative (EMSR) who is responsible for
managing and observing the EMS implementation. EMS Management –
US Army EMS Implementer's Guide requires employees, military personnel,
and on-site contractors to be aware that the organization is implementing
